An Inspector Calls
(With apologies to Mr Priestly)
Only this time he will be investigating a conspiracy to bury us alive in
paperwork.
The Examination In Public (EIP) of Gloucestershire County Council's (GCC) Waste Core Strategy (WCS) takes place at the Shire Hall from January 31st to February 9th. The Green Party will be the only political party participating in the discussion about this strategy, which will form a major part of the planning framework against which waste treatment planning applications are considered, including, if they proceed, the County Council's own plans for a Mass Burn Incinerator (MBI) at Javelin Park (JP).
Despite opposition to the incinerator from the Liberal Democrats and Labour, neither party has troubled the Government's Inspector with a single submission regarding the WCS. So the Green Party will be the only political party in attendance, along
with various government agencies, commercial interests, environmental charities and pressure groups and the local campaign group Gloucestershire Vale Against Incineration (Glosvain) which has worked so hard and constructively to bring this issue to public attention.
The Examination will be to determine whether the WCS is sound and legal. It will consider such matters as the procedural aspects of how it has been drawn up, its compliance with EU directives and UK law and regulations, and the validity of the facts and reasoning leading to its conclusions. The suitability of identified sites for residual waste processing solutions, will be a part of the examination. Many will be interested in the inspector's finding regarding what waste processing techniques will be suitable for Javelin Park.
